New PAN Application Rules

New PAN card rules have been issued for applying for a Permanent Account Number (PAN), and these changes have already taken effect from April 1, 2026. This was done after the introduction of the Income Tax Act, 2025, and the Income Tax Rules, 2026. The key change is that Aadhaar by itself is no longer sufficient as the complete document set for a PAN application.

Eligible applicants can use their Aadhaar cards as proof of identity and address, but a separate document containing the applicant's date of birth is required. There are also new PAN forms that have replaced the old ones (Forms 49A and 49AA). These changes are important for individuals applying for a PAN for the first time, such as NRIs, foreign citizens, or individuals applying for corrections or updates to existing PAN records.

Read the blog below to learn more about the new PAN application rules 2026, mandatory documents, new forms, and what applicants need to know.

Quick Overview: PAN Card Changes 2026

  • New PAN forms are effective from April 1, 2026.
  • Form 93 is for Indian citizens, including NRIs and RNORs.
  • Form 95 is for individuals who are not Indian citizens.
  • Forms 94 and 96 are for Indian and foreign non-individual entities.
  • Aadhaar is required for eligible applicants but cannot be used as proof of date of birth.
  • Applicants must provide valid identity, address, and date-of-birth proof, as applicable.
  • NRIs and RNORs must provide their passport number.
  • TIN is mandatory for non-citizen individuals and foreign entities, where applicable.
  • Old PAN application forms should not be used from April 1, 2026.
  • Applicants must provide complete and accurate information to avoid rejection or invalidation.

What are the PAN Card Changes April 2026?

There have been major PAN card changes in 2026. These include:

  • New PAN forms replace old Forms 49A and 49AA.
  • Aadhaar is required but not accepted as DOB proof.
  • A separate DOB document is required.
  • Forms vary by citizenship and entity status.
  • NRIs/RNORs must provide passport details.
  • Foreign applicants may need to provide their TIN.
  • Incomplete applications may be treated as invalid.

Why Old Application Rules Changed with the New PAN Card Rules?

PAN card new rules are meant to strengthen verification and improve the accuracy of taxpayer records.

A major change for individual applicants is the separation of identity/address verification from date-of-birth verification. Aadhaar is still required, but it is no longer treated as proof of date of birth for the new PAN application process.

Introducing category-specific forms makes the application process much easier by distinguishing Indian citizens, foreign individuals, and Indian or foreign entities.

Is Aadhaar Still Necessary for a New PAN Card?

According to the PAN card new rules, Aadhaar card is still mandatory for individuals eligible to obtain one, except for exempt categories.

  • However, there is an important distinction under the new rules, namely:
  • Aadhaar can serve as:
    • Proof of Identity
    • Proof of Address
  • Aadhaar is not accepted as proof of birth for PAN application under the new rules.
  • An eligible applicant usually needs an Aadhaar card along with an acceptable document establishing the date of birth.

  • DOB Proof: An Indian passport, driving licence, voter ID, or other approved documents showing your full name and date of birth can be used.
  • Born on/after October 1, 2023: A prescribed birth certificate issued by the authorised authority or Indian Consulate is required.

New PAN Application Forms Issued from April 2026

From April 1, 2026, the Income Tax Department of India has issued new PAN application forms, hence replacing the old ones. The tables below outline their purpose.

What are the PAN Card New Rules for NRIs in 2026?

For NRIs, there have been new requirements.

  • This is for Indians living in countries such as the USA, UK, Canada, Australia, UAE and other countries who need a PAN for taxation, investments, banking, property transactions or other financial activities.

Can Foreign Citizens Apply for a PAN Under the New Rules?

Foreign citizens can apply for an Indian PAN card by using Form 95. The documentation process and requirements are different from those for Indian citizens. The Income Tax Department states that a TIN (Tax Identification Number) is necessary for foreign nationals applying through Form 95.

Should Your Name on the Aadhaar and PAN Card Match?

Applicants are advised to pay attention to their names on PAN and Aadhaar cards.

  • However, if an Aadhaar card contains initials in the name, the applicant can provide the expanded full name with supporting documents.

Conclusion

The PAN application process in India has transitioned to a more document-specific format as of April 1, 2026. Applicants can still use their Aadhaar card during the PAN application process, and it continues to provide identity and address verification for eligible applicants. However, a separate acceptable document is required to establish the date of birth. Under Income Tax Rules 2026, applicants must now use the PAN card new form for the application process rather than relying on the old PAN forms 49A and 49AA. For NRIs and foreign citizens, the process involves additional requirements such as passport information, OCI card, foreign address proof, and TIN. Checking the applicable requirements before submission can help prevent delays or rejection.
