When you are applying for an OCI you must choose the Indian Mission or Consulate in whose jurisdiction you live in. The jurisdiction of every Indian Mission is mentioned on their website.

I read on the official PDF that in some countries, OCI applications are submitted by agencies like VFS, BLS, etc. You have to apply to these agencies with an extra service fee.
I have chosen a location outside of India for which I have to go to the Indian Mission or Post to submit my OCI application.
Some locations for submitting OCI applications in India which you can choose are: Delhi- includes Delhi, Haryana, Rajasthan, Himachal Pradesh, and Uttarakhand, Mumbai includes Maharashtra, M.P., Gujarat, and Daman & Diu, and Bengaluru which includes Karnataka.
For my OCI application I have chosen a location in India in which I have submitted my OCI application to the Foreigners Regional Registration Office (FRRO).
