Yes, US citizens need a transit visa to transfer through Dubai if they are not eligible for a UAE visa on arrival or if they are not exempt from UAE tourist visas. To get a transit visa, you have to submit a passport with at least six months of validity, a photograph with a white background, an onward ticket booking to a third destination, etc. This visa is valid for 96 hours from the entry into the UAE.
