A foreign national can apply for an OCI card if they were a citizen of India on or after 26th January 1950, If they were eligible to become a citizen of India on January 26, 1950, if they were born in a territory that became part of Indian after august 15th, 1947, etc. Check the official website of OCI for more details.

My grandparents were born in India, and my parents were also citizens of India after January 26, 1950, so I'm eligible for an OCI card.
