Indian Government Clarified that an Overseas Citizenship of India (OCI) card does not allow dual citizenship: When we talk about the rules the Constitution of India doesn’t allow to hold Indian and foreign citizenship at the same time, An OCI card is a lifelong visa that grants certain privileges, it does not grant political rights, not allowed to work for the government OCI cardholders must obtain PAP and RAP to visit protected or restricted areas.
