No, it is not mandatory to submit train tickets to apply for Schengen Visa. However, a confirmed return air ticket, hotel booking, travel, and medical insurance, proof of job and income, etc. is needed. You should mention in the documents about you plan to travel by train and tickets are not open yet. They need to know about your mode of transportation between the Schengen countries.
